Job Summary

Otsuka People team is embarking on an ambitious program to modernize all services and functions. As part of the journey, we need to hire a Director, HR Services. The Director should have a blend of strategic thinking and successful hands-on implementation experience. The position requires strong managerial skills, and a deep commitment to end-user satisfaction and experience in driving process improvement. Key responsibilities include but not limited to the following:

Job Description

Responsible for the overall HR service delivery in the following areas:

HR Operations

Provides first point of contact for HR customer service support to the entire population for HR inquiries, manages the employee lifecycle and all data transactions

Responsible for the oversight of staffing and management of the HR service center, including but not limited to call volume and issue resolution management, meeting service level agreements and KPIs.

Drives end to end change management and communications for HR service center.

Provide data analytics that will build a metrics driven HR Service Delivery Hub offering evolved reporting, dashboards and tracking channels to provide actionable insight on service delivery.

Works to ensure integrity of HR employee data, web-based HR programs and support end-users as a subject matter expert

Provides HR operations and workforce reporting for COEs and HRBPs

Vendor Management

Leads all HR Services vendor management relationships to ensure alignment with vision and consistency of services

Maintains awareness of vendor plans and the potential impact of those plans on current and future functionality.

Knowledge Management

Oversees the governance structure for all content that is utilized across the HR Services group - knowledge articles, FAQ, etc. to ensure accuracy of information.

Staying abreast of changes to local/state/federal laws) that may impact or require changes to personnel policies and internal processes.

Drive the strategy for the HR Operations division in line with the strategic plan of the HR department, ensuring a strong and stable infrastructure to sustain organizational growth.

Builds and maintains a strong functional team through effective recruiting, training, coaching, team building and succession planning.



A minimum of 10 years of human resource, HR service center or related experience with three to five years' supervisory experience.

A bachelor's degree in business administration or human resources, or equivalent experience preferred.

Full life cycle HR Transformation and Service delivery supporting Shared Service or Cloud delivery solutions including ServiceNow, Workday, other HR Technology implementations experience

SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential preferred.

Detailed understanding of HR function, processes, and best practices

High level of organization, managing risk a
nd decision-making skills working in a fast-paced environment

Superior analytical and problem-solving skills and demonstrated ability to identify problems and systematically gather data, identify root causes and address data integrity issues required.

Excellent communication skills; written, oral and listening

Up to 10% travel is required based upon business needs
